Mini HOB canisters in general are because they do not porcess as much as its bigger brothers and dont have the bio capicity of some HOB powerfilters.  Now there's way to expand their bio though.   Like there's an add on bio wheel for it.  I just know not many ppl buy them as much anymore.  I feel like they are great mechanical filters. It's just as you described it. On most power filters the impellor is the source of the problems.  If you dont see anything visible that it to the LFS and have them look at it.  Some of them may no nothing.
