It's most likely hidden inside of the light fixture itself. It looks like a black box, kind of long and thin. It's purpose is to alter the electrical current to provide the power required by the particular bulb. Different types/wattages of bulbs require different types of ballasts. In most flourescent fixtures a ballast will last for several years, but there is the ocasional ballast that goes out early. I purchased one recently that was bad from the factory. Some of us older folks have a hard decoding lazy. It's very easy to misunderstand questions typed in this manner and it could lead to wrong advice. Especially with electrical questions. &lt;/P&gt;&lt;P&gt;Sounds like a short to me. Or it could be one of the ballast's. Is it still under warranty? If it is just take it back and get a new one. If not, you may want to have someone who is qualified to take a look at it.
