There are some shrimp out there known as "blueberry shrimp," but they are not naturally blue.  They are bred in the Far East, and the hatcheries use a trade secret to create the blue color in the shrimp.  After a few months in the home aquarium, the blue color fades out.  In addition, the young of the shrimp don't carry this color.

In recent years, a couple of true-breeding blue shrimp have been developed, but they are extremely expensive and very, very rare.  Honestly, I wouldn't set my sights on them for quite a few more years until their prices drop.

Blue pearl shrimp, a Neocaridina species, are more muted in color but will be a bit less expensive.  They've been around for a couple of years but aren't something that you'll see in your local fish store under normal circumstances.

All in all, I'd stick with less expensive shrimp if you want to start keeping these little guys.  Red cherry shrimp and amano shrimp are good starter shrimp and can also help remove algae in a tank.  They're really fun to keep.

Vampire shrimp are also blue. Although its a paler blue, they still look cool. They are also filter feeders and sometimes go by the name wood shrimp.
